A fuse blown ? measure always first the mosfet irf740 if thats not shorted that could be the cause of the defect in case ? or some of the 4 primary bridge diodes replace 1n5408 or by299 presumably c32 its a blue or black high-voltage capacitor .i don,t know for sure but lies in the expectations this is a repair suggestion that could be to find in some popular Dewalt chargers , and do a error research proof allways over a 200w lamp thats in serial with the loader power cable if you make error research to find the part that caused the problem. then you will not blow up parts again if the cause is not find in priority , but a variac and oscilloscope can also be used.

My Dewalt battery charger DE9116-XE flash's fast after slowly flashing at the start. The explanation on the charger is if this happens to replace pack, but this is a new battery I just bought It.

some batteries are bad from factory, you should exchange it for another and try again. Make sure the battery voltage and type (ie. lithium, Nickel Cadmium, etc.) match the charger. If not, you can buy most replacement batteries for older models on the internet. If a second battery doesn't work - it's the charger .

If this is a newer purchase, my newer Milwaukee flashes slow for the first two beats and then quickly while it reads the battery type and then shifts to the slow flashing charge light after it determines the type. this is because it is a smart-charger and can charge different types of batteries

Blown fuse on a Cuisinart DLC-2011

The manual indicates there is an auto-reseting thermal cutout that turns the motor off if overheated.

If there is an internal fuse that has blown, there LIKELY is other damage that needs to be addressed. A fuse will have markings on it for the value. An appliance repair part outlet should be able to supply parts for this unit.

I have a dewalt de9116 charger and when a battery is put in it flashes constantly even a new battery. Is the charger defunct?

I would say tee charger is no good. The only internal component is a circuit board so it is not worth trying to repair it/get spares as it will cost the same as replacing the charger.
