magic, start with the basics first. See if you have the right power going to the oven. At the terminal block on the oven, where the cord attaches, you should have 120V from the center terminal to each end terminal. You should have 240V across the 2 end terminals. If you don't have this, there is your problem. If that's ok, check the voltage at the bake element terminals in back. Should be 240V when in bake. If that checks ok, then it would be the element itself. Check it, with power off and wires disconnected from the element it will ohm at approx. 20 to 22.6 ohms. If you don't have the power at the element then I would suspect the oven controller. The fact that it's heating to 170 degrees leads me to believe that you are missing a leg of power. Catriver.

funny same thing just happened to me and it all seams to be the bottom element of the same ovens around the same year, I bought mine in 99 also, I keep my oven very clean becasue i know the dangers it may cause, I think this is a major problem and it needs to be addressed.

Bottom oven bottom element doesn't heat

Phil. If you do not have voltage at the element, then the Electronic Oven Control ( EOC ) has failed. Part number # 5701M403-60

In order to check for the correct voltage at the element you will need to remove power and pull the range out of its installed location and remove the back panel of the range to gain access to the wiring and element. CAUTION ! I cannot stress this enough ! There are dangerous voltages in this area!! After the panel has been removed, return power to the range,set the lower oven to bake, and check the voltage at the element. You should find 220-240 volts between the element terminals with them connected to the element. If you do not have the proper voltage then you will need to replaced the EOC.

Oven slow to heat. I had an appliance guy come and change the element, still slow. 1 hour to 300F. I can't find a service manual on this range.

This sounds like a problem with the oven thermostat. If a slow heating problem is reported the element can be the problem sometimes but generally it would be the thermostat which has complete control over the elements heating cycles. It sounds like you may need the thermostat replaced. I hope the the oven door seal it tight. This can cause problems if too much heat escapes through a faulty seal.

Check to see that the convection element is heating. If not, ohm it out, either the element is bad or it is not getting power from the control.

I have a whirlpool range mod rf368lxpq o replaed probe and panel still very slow to come to temp. pre heat goes to about 200 deg and then veryy slow to come up to temp and hold temp

It sounds like one of the elements are not working. There should be a concealed element in the bottom of the oven and a 'bake assist' element at the top iether seperate from the grill element or as a dual element assembly. Both of these elements should heat on bake function (not the grill element though), check for heat from both by turning bake on and feeling for heat from top and bottom. The oven requires heat from bot to get up to and maintain temp.
