We are selling our house and the buyer's home inspector said that the pump motors on our Jacuzzi jetted bath tubs need a ground strap to the cold water pipe. The installation instructions do not mention this - the only electrical requirement is that a GFI circuit breaker should be used.
Has anyone heard of the ground strap thing?

Sounds like you may not have a ground on the motor of the pump or a grounded outlet? check the wiring on the motor on the cord to make sure there are no wires improperly attached inside the motor housing.
All the electric power source to all jacuzzi tubs all required to be protected by a "ground fault" device. Have you noticed special wall receptacles in your kitchen and bathroom that have 'test' and 'reset' buttons? There may be a receptacle (or something that looks like a receptacle but without any slots for plugs) near the tub. Push the reset button. If the pump for the tub has an access panel, the device may be behind the panel. And last, the circuit breaker in the main electrical panel may be a ground fault type and needs reset there. Good Luck
