very simple under all three screws in the front (two on sides and one in back) once open--you can take off that panel...take brush out...take old belt out...put new belt on..around brush..place both inside...and make sure belt is around that little pole thing towards the back close panel, replace screws
It sounds like the machine is clogged. Check the port behind the belt and any and all hoses for obstructions and remove.

I put 3 turns of electrical tape around the area of the beater bar that meets the vacuum belt. This solved the problem short of replacing the beater bar.

How To Replace Brush Roll Belt
NOTE: Turn off the switch and unplug the electrical cord

1. Lower handle to floor to change belt.
2. Loosen, but do not remove, two screws to release hood.
Lift hood to remove.
3. Lift left end of brush roll.
4. Remove and discard belt.
5. Place new belt around motor pulley.
6. Place belt around brush roll pulley.
7. Align left end cap with square in base. Push
end cap into place; see left side view.
8. Pull right side of brush roll to stretch belt.
Secure right end cap into base.
9. Rotate brush roll to seat belt.

SOURCE: the vacuum roller won't turn but the belt is fine
The belt may look fine but it's probably stretched out. Rubber belts are usually good for about 1 year. The tension of the belt is what allows it to turn under the strain of the carpet. Make sure the brushroll spins freely when held out of the machine. Eureka brushrolls are prone to melt down on the end caps. If that has happened you will need a new one.
