It was working fine in he morning but now the screen looks blue on all settings and the camera still makes sounds like it's actually taking a picture. There are no problems with he battery or the memory card. The lens seem to be working fine too.

My CoolPix 4300 had the same problem. I could hear a "clicking sound" and the sound of the motor trying to retract the lens, but it was stuck. I had nothing to lose, as the camera was useless, so I took it apart. What I found was that there is a long gear on the upper right side of the lens (as you are facing the camera), and the part that interfaced with other gears had worn down and would not engage, thus the lens did not move. There are four small screws that hold the lens to the "motherboard" of the camera, and I removed those to take the lens off. Then, I removed the long, worn gear, reversed it so that the worn end was not clos to the end of the lens, and had a good gear to mesh with the lens motor. That solved it! It works like new now!

Today I was taking photos and the camera quit...the top display says err. The book says release shutter, but I push the shutter and it does nothing but make a little click and the err stays. I took the lens off, and the camera does look like the shutter is open or something.

What you're experiencing is called a lens error. Lens errors are fairly common. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. Or the battery ran down with the lens extended ...
Here's some things that you can do to try to correct it. They only seem to work for less than 50% of the lens errors, but if the camera is out of warranty, they're worth a try:
