Dryers have a weld line that holds the drum together and this weld line can make a rhythmic "thump-thump" as the unit runs and the weld line bumps over the drum support wheels, I would inspect the drum for a crack at the weld line, and inspect the wheels to see if they are in good condition otherwise it may be a normal noise.

Front loading washing machine will not tumble or spin

This sounds like a drive belt porblem. The belt that connects the drum motor to the drum has slipped/broken/worn out. A new drive belt will most likey fix this one...

Alternately, a loose or broken pulley. I don't suspect a bad motor, since you say you can hear it clicking and whiring...

Sounds like solenoid is faulty

Yes, sounds like a faulty relay on the main bd. Could also be the motor is starting to seize up and drawing lots of current. I would suggest a technician look at the unit and test with an AMP probe to determine where and when the excessive power is being pulled.
