I have a Samsung DV5451AEW/XAA / Dryer . Only the top part of the heating element is heating up. I checked the element for continuity and it does not have a break in it. What could be causing this?
Tested stat and it tested fine. Test heating element and it tested fine, but only the top half will heat up. No error codes.

On most front load machines the first piece that must be removed to access anything is the top. There are a couple of screws/bolts at the top rear that secure it. It then opens, sometimes by sliding it slightly rearward fist to release the catches. Then you can start removing other panels.
you can check the element with a multi meter for continuity. may also want to check the hi limit thermostat and the cycling thermostat, do u have full voltage at the terminal? sometimes a tripped breaker will give you half voltage say 110 instead of 220 and what u get is enough power to run the dryer motor but not the heat as it takes a full 220 to run heat
More than likely the element is shorted or the thermal cutout on the element assm has failed you can test them for continuity if they don;t have continuity they are bad. 1st reset your house breaker, the dryer needs a full 220volts to turn the heater on, if that is good check the cord and make sure you haven't lost 220 there, then check the element and cutout.
I would recommend calling a technician. Could be as you said a bad sensor. Make sure the sensor bars are clean. Use an alcohol pad or cloth and clean them.
Do you get any heat when there is no clothes in it?
Have you checked your voltage at the receptacle? If not 220V, if you have the old tube fuses, then one may be blown. If you are getting good heat with no clothes then replace your high limit thermostat. Lots to check before heading for the heating element. As for heating element they are usually either in the back of the tub or a tube on the right hand side of the dryer. You need to take the front panel off.
