The speaker is faulty, either damaged, or disconneted from the board.
This would have to be fixed by a local phone repairer.
Make sure that the repairer knows his job well so as for him not to damage the phone further. but instead of using the loud speaker for yourt calls, you can use a hands free device to make and receive your calls.
It took me some time, but I found out from the manufacturer Aastra (1-800-288-1683), that the issue with the Vista 390 hands free speaker is related to your internet connection. If your internet is connected to your phone line, you will need to put at least 2 DSL filters on your Vista phone line. I had to put 3 before I could use the speaker phone feature properly. 1 filter by the wall, one by the phone and had to connect a 3rd one before the two-way speaker feature would work properly. Your phone service provider should be able to provide you with these DSL filters...
Made phone call on Speaker; worked OK. (Had to phone the library anyway; good test.) Took handset apart, determined normal ear speaker was OK. Disconnected Speaker - never used it anyway. Switched ear speaker wires to Speaker connection. Soldered connection. Phone now works fine; just press Speaker rather than Talk. No parts, no cost, & a working phone. And if there's a problem I can simply reconnect the Speaker & use it that way.

SOUND RECORDING\MIC ON USB CAMERA
In Windows XP
Select the proper Audio Input Device (Sound Recording) under the Audio
Tab in Sounds and Audio Devices in Control panel. Usually it is name
after the USB Camera.
CONNECTION
Check your connections on Rear part of your PC. Lime is for Sound Out
usually a speaker, Pink is for Mic, Blue for Audio Input.
CLEANING
Using a dump clothe. Wipe the plugs with a twisting motion.
If all fails then You may have a Sound Card problem. Using a spare
Speaker or Headphone check it if it works. If its not then its
Defective and needs replacement. If its working then your Speakers or
Headphones are defective. Try fixing them by cleaning or checking the
Continuity of its cables using a analog Multi tester.
