How do I report someone at not friends with me on Facebook

There is nothing we can suggest here. You need to work with facebook directly. Or setup the facebook account under a different email address, then ensure that your privacy is set to where only friends and no one public can view the profile. This way unless someone is her friend no one can see her pictures or information to report. This would still be considered an active profile.

yes it's possible. open the photo, under the photo there will be written "Option" click it and click "report"

There are so many people on Facebook that it takes a long time to get to all the messages. If you are getting no response and are being harrassed, I would suggest blocking this person, and having some of your friends submit reports on them also. The more reports they receive about a particular individual, the quicker action will be taken.

just go to the page of the friend of your daughter then on the lower right side you'll see block/report option.

At the bottom left on every person's page is a "Block/Report" link that you can use to report the person to Facebook.
