I also think maybe your iPad 2 storage is almost full. So it has not sufficient space for you to update. You should check it in the settings and ensure it has enough space. Do you mean that your iPad cannot download iOS 9.0.1/iOS 9.0.2? Have you checked the storage space on your iPad, is is enough to download the package?

It may be too full. Check how much free space you have. Try to have approximately 3GB free. Delete things that are easy to replace like apps, or music you can download again.

Yes!
Most people are now on iOS 8.4
So.... do you mean back grade? from 8 to 7
iOS 9 will be released in a few days!

It can be downloaded & installed directly to your iPhone/iPad
Or... as I prefer.....
use my computer running iTunes to firstly Backup the iDevice (using it's USB charge cable)
ITUNES will at this time indicate that there is an update available for your iPad.
Choose to "download only" the new iOS.
If you have other things to do!
Disconnect while the download takes it's time downloading.
Then come back later and plug in USB cable and "Install" the updated iOS.

What will happen if i hit the reset button on my ipad 2?

What iOS are you running?, and how much free space you have?
iOS 7 requires 2.5 gigs free space. Then update via Itunes on your computer or wifi. if it's the original ipad it maxes out to iOS 5.1.1.

There are two ways to upgrade the iOS version of your iPad:
- via connecting the device to iTunes on a computer
- or directly from within the device, but only since iOS 5, it is possible to upgrade the iOS version without the need to connect the iOS device to a computer (over-the-air update)

First Generation iPads can use iOS 5
- but iOS 6 / 7 / 8 need an iPad 2 or newer and are not compatibel with first gen. iPhone
-updates can be made in iTunes connected to a computer or under settings - general - software update
Upgrade iOS from within iOS device
(valid for iOS 5 and above)

Since iOS 5, it is possible to upgrade the iOS version without the need to connect the iOS device to a computer (over-the-air update). Have Generation 1 iPad (MC825LL). IOS 5 is software installed. There is no message to initiate an upgrade to IOS 7 on the "General" page. How do I upgrade to IOS 7?

The ipad 1 will not update to ios 7 because it will make it run too slow, and u don't want it at the speed it will run, apple decided to not let the ipad 1 work on ios 7 because of the speed and it would also make it crash heaps.

I suggest you let it download the updation file because usually there is no option to abort the download and if you do not want to install the update just decline the license agreement this will abort the install and you would be able to use the old version. Note: Once you have installed ios7 there is no direct downgrade available as Apple had stopped signing the previous versions.
