You need to change this on your pay pal account but I would contact pay pal myself to make sure this is not a scam to get you to reveal your password.

If you would like to change either your password or your security questions and you remember your current PayPal password:

I just did it last night. Attempt to log in with the email you use with papal. Then click on the I forgot password link. It will send you a verification code. cut-n-paste the code into the box on paypal and it will then ask for a new pw twice.

it doesn't ask for credit card number make sure you're logging at www.paypal.com and not somebody else's web site you might be a victim on phished websites.
