This weekend, my husband was trying to broil food in our oven. He noticed fire coming from the upper broiling/heating element. We believe that the problem was specific to the broiling element. We have bought and replaced the heating element. I am wondering if the top heating element only is used for broiling or for everyday oven heating/baking. Should we be more concerned that the fire was electric in nature?

It is very common for elements to "catch fire" when they fail. It is really electical arching. But to answer your question you shouldnt be concerned if it ever happens to the bottom element immediatly kill the breaker it will stop instantly. dont use a fire extinguisher as it wont stop the arching. And most ovens do use the upper broil element for baking for very short intervals like 10secs on every minute or so to brown the top of product. Some models (especially older builder line ) do not
My Ge 30' free standing electric range smokes and is visibily burned on the outside of the storage drawer each time we use it. We had a service person in and they told us there was nothing they could do and that is on record within the warranty period. Please advise as i am tired of hearing about it from the wife.

You're actually referring to the "broiler" elements. Most electric ovens have these at the top of the main oven space. (Some gas ovens are set up the same way, but many put the broiler elements in a bottom drawer.)
As their name implies, broiler elements are active only when you're broiling. They will not go on for baking.
Broiling is the process of cooking food by exposing it directly to a high heat source at close range. To broil a steak, for example, you would place the pan holding the steak on an oven rack raised to the top or next to top position in the oven (consult the manual) and set the oven to broil. The top elements will then turn on and cook the meat by direct radiation.
Most people, however, use ovens for baking far more often than for broiling. Baking is the process of cooking food (cakes, casseroles, roasts etc) by indirect heat. In other words you raise the oven to a certain temperature, put the food on a rack more in the middle of the oven, and let the surrounding heat cook it over time. When you bake the top broiler elements usually don't come on at all.
The top of whatever food you're cooking should be in the center of the oven for the most effective cooking. Do you have the oven set on bake or broil? Broil is a direct heat method and if the food is on the lower shelf and the oven is set on broil, the food is not getting enough heat to cook it properly. Baking heats the lower element and the heat rises to surround the food. Broiling heats the top element and since heat rises, it is not getting down to the food to surround it and cook it.

if lower element tests open with continuity meter then it for sure is bad. i would also check the wire ends that connect to the element and/or the control board, they could have loosened allowing a bad connection and low voltage to elementor burnt off.. most ovens do not use the broil element at all during the bake cycle, only during the broil cycle.. some however do utilize the broil element during baking, but at a lower wattage or something.. best of luck, ttfn
Either replace the thermostat for the broiling element or try leaving the door part way open while you are trying to brown. This will allow the upper element to run hotter to get you to the browning stage that you are looking for.
What is the complete model # from the sticker on the range? I will need that so I can look into this for you. I will say that I have seen, in several cases, where the oven control gets a surge and fries after an element has broken.
