I was recently given a Sony Trinitron KV-32S36 television. When turned on it displays a raster of Red Horizontal Lines across the screen, but no picture. The audio works. The Red timer LED flashes continuously. With the back of the case removed I can hear a static noise around the tube. I also noticed that there is a large horizontal PCB at the bottom of the set directly in the center that is slightly warped / misshapen. I have not been able to locate the schematics for this set.
I am thinking that this is probably the transformer that needs replacing. Can I get a second (or third or fourth) opinion? I have been repairing electronics for a long time, but TV's are not my specialty.i was able to find the service manual for free at:

I would look for a Vertical circuit failure. Most likely is the vertical output IC and or open resistor off the hv transformer. Definitely look for any loose solder connections around the Vertical output IC.

I don't think it's your picture tube, but it may be a problem in your high voltage power supply. If there is no anode voltage then there is no raster (light from the screen) or picture. If it is your high voltage section the you may want to think about taking the set to a shop because of the danger of electrical shock.
What you have described there is a classic example of the jungle IC failure. Ic301 Sony p/n 8-752-101-04. A pic with no color, and lines or grainy texture in the picture. Not a project you want to tackle if you don't have the proper soldering equipment or skills. And not a costly one at a good repair shop.. Only real hurdle is getting that heavy monster into the shop.
To answer your question, yes what you described there is raster. Even the salt & pepper looking screen with no real decernable image is described as raster. In fact any image generated on the CRT is raster.
And yes, these sets are prone to solder joint problems, usually ring cracking in circuits that generate the most heat.
