I looked up the model number you gave. It is a Kenmore range.The part number for that element is 7406P494-60. When you say it only heats to low, do you mean that only the center portion of the element lights up? Normally, when this occurs, it is an indication that the middle element and outer elements have a break. The problem could also be a faulty infinite switch(burner control). The part for that particular control is 7450P011-60. You will need a voltage/ohm meter to troubleshoot further. This can be a very INVOLVED repair attempt. I recommend, that if you're not comfortable disassembling your unit, call for service--this can absolutely be a tricky diagnosis and much care is needed to not damage the glass cooktop when checking the element. the element only does what it's told. more than likely the contacts in the switch are stuck. the switch needs to be replaced.

check the burner socket, it is likely that contact is being lost where the burner connects to the hardwired portion of the system (the socket). It is not unusual for the socket to "burn up" when there is a poor connection to the burner resulting in the burner being replaced and the new burner not working or working intermittently.

open the door and look under the top remove the screws and the top will lift

You will have to check your stat.this is the switch which controls the power to both parts of the ring.It may be faulty.This is a thermostatic switch.It can be checked with a mains test lamp.If this is ok then check the spade terminals are still intact at the ring itself.
