Hello there,
If the data is really important then you need to go for professional data recovery services.

If not then simply buy a new one and start using it. Please take back up of data regularly
I recommend you to try data recovery software. There are several free tools, for example Recuva and Disk Drill
These tools can recover files from damaged or newly formatted drives. Try deep scan mode, it scours your drives to find any traces of files you have deleted.
Your question is not entirely clear but typically harddisk failures come down to 3 causes:
1. Physical failure of either disks or heads, this type of failure will require an advanced recovery that will likely cost a lot of money.
2. Controller failure, if you can find an exact same drive that works you can change the board and recover the data
3. virus has wiped out part of your data or the bootable partition of the drive. This will be recoverable with software.
The sign of hard failure is no sound of disk spinning or a clicking sound as the heads try to align themselves on the disk. A controller failure usually results in a disk that is not even seen by the bios.

It is very uncommon for a had drive to fail with out power surges or some other physical damage so I would suggest making sure all of the cables are connected properly and that the connectors on the back of the hard drive that tell it whether it is slave, cable select, or master are setup correctly, and if the hard drive has failed there really is no way to get information off of it, but my hopes are high that it has not failed. Good luck,
