Fuel PUMP fuse and relay is located in the Engine compartment
Fused block . Driver side. under the hood.
The Fuel pump relay Is labeled F/Pump.
And the Fuel Pump Fuse is labeled ECMB ( 20 amp.)
The ground for the fuel pump is located At left rear Frame rail.
Some times the Fuel pump harnes connector burn with the old pump.
Check the connector....

There's no fuse for the fuel filter. It's just a filter that's hooked into your gas line. If you mean the fuel pump fuse, that is located under your hood
There is both a fuse and a relay for the fuel pumps electrical system. The image below of the Power Distribution Box is located in the engine compartment.
