I was removing the bulb and it shorted out. think I blew the fuse. Exaust fan doesn't work either since short out.

Yes you should replace the fuse which in the control department. You must remove the cover which is one unit the top, left and right panel. Also sometime the bulb holder wires might have be loose or burned out and been disconnect so this have create an open circuit. So you can have a visual check of these wires but since you have the oven panel removed have a check of loose or overheated wires. Take care to remove electric plug and avoid come in contact with the magnetron capacitor since this can evacuate instant high voltage and might burn your hands, and this hurts very bad for more than a week. I expect you will find you now have a short circuit bi polar switch. It means that as long as there is power to the unit, it will be on permenantly. It is part of the control panel.
