You may visit your Mobil Sevice Provider's Client Attention and ask them. Maybe it's a configuration issue. Maybe it can be solved doing a Factory Reset - The know the codes to do it.

Dial the number and observe weather extension phone is ringing? A. *If extension phone is ringing check display is there any message like "ringing".. wait till fax tone comes,if not check "basic fax settings"... if setting are OK .. Replace formatter B. *Extension phone is ringing no message displayed on device replace "LIU" card.. If extension telephone is not ringing check telephone line.. Check the Battery on the Handset. remove the pwr frm the base unit n connect aft 30 sec. aft this if it still says the same msg, then the handset needs to be replaced.
1) When the phone is in the standby mode, press menu/mute.
2) Press - to move the pointer to “Dial Mode”.
3) Press select/ch and the display will show the current setting.
(The initial setting is Tone.)
4) Press + or - to change the selection.
5) Press select/ch and a confirmation tone will sound.
6) Press end to exit.
Panasonic KX-TG1050N Cordless Phone. Base handset (No. 1, KX-TGA100N) does not work, no keypad response or dial tone. Green indicator message light ON (should only work with the TG1000N base unit) all the time till battery runs down. Display shows message ?C533?. Can still send and receive calls on extension phones 2 and 3.
It may not be registed with the main unit. You may need to register the handset. With my uniden all i have to do is put it in the main base until it says what handset it is (it should be a number).

The Thomson folks said to reset the phone. Here's how: unplug power, then the phone line, then remove the batteries. Wait 10-15 minutes. Replace the batteries, then the phone line and finally, the power.
Note: We have 2 phones with these two lines and had to reset both of them to clear the "busy" on Line 1.
