Portable air conditioner 5-6 years old- cool air cycles off after 15 minutes, fan seems to blow for 7-8 minutes, then back to cool air for 15 minutes or so. Cycle repeats itself. How do I fix this?

Before I even read that far into your post, I was thinking "thermostat" replace it...It seems to be failing badly. If you take it into logical perspective...normally the unit gets turned on, then takes a bit to get cold, then once it reaches its pre-determined temperature, turns the unit either "off" or just blows the fan...by kicking off the compressor. This unit you have is getting this cycle done within 5 minutes instead of a few hours...replace the thermo and you should be fine. Now if you could post the exact model number here I can go look up the part for you.
I would say that if it starts cooling when it's turned on, then it has freon in it. Sounds more like it's kicking off on high head pressure, meaning the condenser is not getting cooled, head pressure builds up then a safety limit switch shuts it down to save the compressor from burning out.. Is there a condenser fan maybe not operating? or are the condenser coils clogged up with dirt?
you need to disassemble the rear fan shroud and clean the back of the condensor. If the compressor runs and the lines are cold, it is dirty. The rear condensor is the one discharging the hot air. Both sides must be clean and free of dirt/grime

You said, it is not blowing cool air after you emptied the tank.
Turn the unit off and unplug it for 5 minutes.............
Then back in with the plug and turn it on max cool.
Give it 5 or 10 minutes to get cold, and we will see if this procedure has reset the system.
Then get back to me and let me know it's working!

The Air conditioner are good only the adjustment of thermostat are the problem, select the thermostat in lower #3 you observe the thermostat will off in such time temperature reach to #3 If you full adjustment the compressor will not off.
In fan selector the compressor will autamatic off because no connection attached fan only .
