You cannot. They are all expensive as are many other parts for that vehicle.

On 2001 e320 a rattling noise is coming from converter can tighten it up

More likely you have picked up some road gravel or a rock large enough to rattle. Visually inspect the Catalytic Converter to see if there is a rock bouncing around in it. If not then a replacement would be necessary since there would be nothing to tighten up.

Can a bad catalytic converter cause the ignition coils to go bad

A bad catalytic converter can cause your vehicle to run rough and even seem to stall and hesitate around 40 to 50 miles per hour, this will feel like a ignition problem, the simplest way I found to check a cat is with a cheap infrared or temperature probe, check Amazon or Ebay, they are inexpensive enough, you don't need great accuracy , nothing expensive. The tempeture of the cat after the engine is hot will be approximately 30-40 degrees hotter on the output of the catalytic converter than the input, also the exhaust will have an odor of rotten eggs.

I own a 2000 toyota celica and my catalytic converter whent bad the problem is that a new one is $1000 the question is, is it possible to install (though probably illegal) a 50 state universal cat. would...

I hadnt heard of a universal catalytic converter being illegal to install besides they do sell them. Check with autozone i have bought many from them tell them you want a universal catalytic converter for your vehicle the price may surprise you it should be alot cheaper than what you just quoted.
