HiFriendOnly the left side (if the driver position is located at this side) or right side (the drive in the opposite side) will be work because the fog lamp must work only in one side - left or right (or other drivers will see both lamps as brake lights - and due to this reason, only the left one (your driver position is on the same side) is working. So, you can think "and about the right side, why is the reason the fog light has a power cord if this side doesn't work? So I will answer you: your Volvo car has a security system called VOLVO ACTIVE BRAKE LIGHTING (you can make a search with these words) which both "fog" lamps will be turned on at the same time of your brake lights in an emergency situation when you need to stop your car quickly and intensively. check for power at the light, if no power and fuse ok check for power to switch and power coming out of switch when switched on if there is power to switch but no power out from switch when switched on, switch is faulty, if there is power from switch, wire is broken between switch an fog light
Sounds to me that there has been somehow a mistake in wiring. Was the car involved in an accident? I think what is happening is thatwhen you turn the light on the +12vdc go right to grond and pops the fuse. Solution is pull the side bulbs, turn the lights on then plug the bulbs back in. When the fuse blows then that is the bulb that has the short. ( not the bulb but its wiring ).
use a test light to check for power do this where you plug in your bulb is no power then trace wires testing in the wires periodically to check for broken wires if everything checks out fine next check the fog light switch.

Yes you can have fog lights. You will need to buy the Haynes Manual and it will show you where to attach the wires underneath the harness under the hood. The easist way to do this is the biggy back the fog lights onto the main running lights circuit. NOT THE HEAD LIGHTS CIRCUIT. That way when you turn on the running lights the fog lights come on automatically and the fuse is strong enough to power both, and you could bump up the fuse about 10-15amps, but no more.
The 15 amp TAIL fuse is for the sidemarkers, the license plate, etc. There is a taillamp relay.
Both of these circuits are powered by the 50 amp AM1 fuse.
The fog lights are powered by the 15 amp FR FOG fuse.
The inst panel is powered by 3 fuses: 7.5 amp GAUGE, 15 amp DOME and 7.5 ECU-B.
