I have a working Dell Latitude 410 and I run an older 24 in. monitor with no troubles using the older VGA output and matching cable. Not sure if your monitor/computer have these input/output ports, but older HDMI cables have been shown to be problematic with some newer HDMI only monitors and HDMI computer outputs.
Assuming you are running a later version of WINDOWS than VISTA, make sure you follow the Help Dialogue or like, on mine, just press the 'Fn' and 'F8' keys together to switch the output to and from the computer to the monitor. The key assignments may be different so examine the little picture codes on the F Keys.
Some Video Cards have their own program to help set up multiple monitors. Invoke the best configuration for your particular setup.
It has the VGA port to allow you to do so; the machine is designed to allow you to do this....so what's the problem?
