My 99 jetta isn't blowing any air at all when I turn the ac on, or even the fans.

If I am understanding you right the fan isn't blowing anything. this could be a couple of things it could be a blown fuse, a bad relay, a bad switch, a bad fan motor, or a bad wire. I would start with checking the fuses and relay if they are all good I would see if there is power to the motor when it is on if there is power it is ether a bad motor or bad resistors if your fan runs on high but nothing else it is probably the resistors if nothing works it is probably the motor. if there is no power at the motor when there should be I would check for power at the switch if there is power going into the switch but no power coming out of the switch the switch is probably bad. if there is no power going to the switch you may have a brake in a wire if there is power coming out from the switch but no power at the fan you may have a brake in a wire if you suspect a brake in a wire you can test the resistance going throw the wire by setting a dvom to resistance and touching the positive lead to one end of a wire and the negative lead to the other end of the same wire high resistance bad wire no resistance good wire make sure there is no power going throw the wire when you test is though or it could throw off the test.

Nothing is hard if you have patience and some tools or maybe even a friend to help.

Does the air go cool when moving down the road?
Does the vent air blow?

The fans for these are the same.

It is located under the hood, passenger side, right up against the firewall. They usually come out from the front.

Locate the fan motor - disconnect the wires - jumper to the battery with some clip leads, see if the fan runs. If it does, then not the fan and probably a fuse which is on the drivers side underneath the hood. It could also be the switching mechanism at that point, that's why try the heat and vent to see if anything changes.

If not replace the motor.

If you have a late model GM car and the system is controlled electronically the blend door actuator becomes weak. When this situation occurs it will not move the air direction door inside of the heater/air conditioner plenum. in your case not to the vents Replace the actuator with new and recheck the system. i hope this helps

recharge your system, it;s low on refrigerat, there is not enough liquid going into the evap to help maintain cooling, hence the speed of the compressor. install gauges to check pressures at idle, if not to spec , recharge. if it's low you have a leak to repair. also make sure your AC condenser is clear. GOOD LUCK. RDJRP

This is not a heater valve problem, for one thing there isn't any such part in the model. The problem is a defective air temperature control blend door inside the air ducting.

Is it possible to by pass a AC commpressor on a 1996 vw jetta using a shorter belt ? Or just going to the parts store and asking for a belt with no ac ?

Yes you can bypass the ac compressor with a shorter belt, however it may take a few tries to get the right length belt. Even if they have a belt for a non ac Jetta, the belt sometimes isn't the right length.

Car blows warm air when idling

It sounds like your AC unit could be overheating or even damaged.

AC units have a sensor that will turn them off automatically to prevent damage from overheating. If there is an insufficient amount of air flow, the unit will heat up, and then eventually turn off.

When the car is moving, more air is forced over the unit, likely keeping it cool enough to run, however, when the car come to a stop, it loses that air flow, and quickly heats up. Thus, the AC would work while the vehicle is in motion, and overheat and stop when the car is stopped and idling.

However, the AC unit could be completely blown. The cold air while moving could be just a case of air being forced into the car. Think of a house fan, the fast the wind blows on you, the cooler it gets.... Thus, it could be an illusion that the AC is working when car is in motion, when it really isn't.

My ac is blowing cool air only, it is at full charge

You need to turn off the button that say AC on it. You need to change the temperature and the fan adjustment. If you have the AC button turned on, the fans will blow cool air even though the heat is turned on.

A/c in jetta blows hot air, its been charged, compressor comes on.

you need to have it diagnosed by a professional. These are complicated systems even to a trained tech. You may be over or under charged, have a clogged expansion valve, have a leak or many other issues. This model has a rcv refrigerant control valve inside the compressor which regulates the pressure of the compressor. If you notice the compressor never shuts off like conventional auto a/c's do the only time the clutch works is when you turn it on or off. Can be complicated.
