Did you check the ground wire on the frame. There is a ground wire that is bolted to the top frame rail near the left rear wheel opening. I've seen that wire break or get corroded where it bolts to the frame. I'm not sure of the location on a 1998 but that's where it is on the earlier models as well as the full size trucks. That wire also grounds the gas gauge, does the gas gauge read goofy? Also keep in mind the pump only runs for 3-5 seconds then it shut off, until the engine starts, or the starter is engaged. some times even though thy the fuel pump that is is bad you can git one or two more starts out of them by giving the gas tank a good jar-not so hard as to dent it .with key on you should hear the fuel pump start to run .if this is the case you will wont to replace it very soon

It is more than likely inside of your oil pan. You will more than likely have to remove it. I would recommend an oil change while you doing this. I have a 2001 s10 crew cab, but I have never had to change the oil yet. Hope this helps!
