You can edit read / write permissions of PST file by right clicking on .pst file and then select Properties then click on Security tab and then you will see edit button. by clicking on Edit button you can edit permissions of .pst file. Allow full control to your user account here. But you can do this by logging in as an Administrator of Computer.
