From the op manual and having done it myself......"the fuse block is located under the instrument panel on the driver side of the vehicle."
Fuse # 7 is for the cig lighter and accessory power outlet.
The mechanic probably used the wire from the lighter for the memory on your new radio if you can find the memory wire on the radio run a jumper wire from that back to the lighter
you either have a bad fuse or you have a wire lose on the cigarete lighter. i would check the fuse first and then if that not it pop the cigarete lighter out and check the wires on the back.
if power is still present inside the socket when you pull the lighter out...you can check this with a test light or meter, then the heating element of the lighter itself is burnt up..you would need to buy a new lighter
check all power outlets for loose change or metal objects in the doubble check the rears. fuse should be located on drivers side fuse pannal on side of dash
they are on the same circuit but they are wired in parallel not series so having a missing bulb will not effect the circuit..
you need to test for power.. the switch sends power to th fuse and for the dash lamps goes through the dimmer switch if there is one fitted, then to the instrument cluster circuit board..
