Model number 665 17829000. Our dishes are not getting cleaned very well with residue left on dishes. I removed the spray arm and cleaned out a lot of stuff. When I went to attach the spray arm back on medium tightness, I noticed the arm does not move freely.
I just looked up your kenmore dishwasher on repairclinic.com. They give free repair help that is model number specific. You may have bent the arm assembly or the retainer is still too tight. Could be it's simply worn. The replacement is about $32. Check out the self help on this site and enter your model number. Good luck.

two possibilities: open door when in use. check if water is coming out of the spray arms. if it is and at a good rate, then the problem may be the spray arm jets blocked. the spray arms are only rotated by water coming out of the angled jets at their end or is the main circulating pump running ok?

You may have stripped the threads on the spray arm or spray arm support. I believe the threads are reverse-threaded and since they are plastic, can easily be stripped if turned in the wrong direction. This has happened to me before. The solution is to replace the lower wash arm and spray arm support. You can find the parts at repairclinic.com. Just type in you model number and look for item numbers 830883 (spray arm support) and 9040141 (lower wash arm). You may also want to check out searspartsdirect.com as well. Remove the lower basket so you can access the lower arm.
Does it spin freely? If not, remove and clean the rotating point. Make sure the spray nozzles are not clogged and there as no chunks of stuff inside the spray arm.

Bosch dishwashers use a water system called FLOW CONTROL... which utilizes a valving system to control which arm gets water during the cycles.
Most washers see water at both arms all the time. Yours is controled with a PLC and uses information gathered from onboard sensors to tell the valves to open or close.
Your Lower sprayarm valve is faulty, or the controller board is bad.
Since we do not know your mechanical/troubleshooting skillset - all we can do is offer advice and try and help you if you feel this is a problem you would rather attempt to tackle yourself.
I have searched BOSCH website and could not find your model washer in their documentation. Please double check that it is SHV55M03GB/40 that you posted.
