Contact manufacturer, get to root of problem. Hopefully they help?
Most likely, failed temperature Sensor?
But good luck getting one those. They sell NO repair parts. They would rather you purchase complete controller.
If your water actually is overheated - turn power off, stay out, cool it down, then turn back on.
Hopefully for you, this is the fix, but then a bigger question...
Why did it overheat?

If you can contact your spa manufacturer they will usually send you the manual for your unit at no cost.
If the temperature is set at 104 it is at the high end of the safe temperature for a human. 102 is recommended, and 103 is OK for 15 to 20 minutes maximum.
If your spa is actually at 118 degrees, it could easily cause very severe medical heat distress. I would strongly recommend NOT using it until you can get the temperature down.
It's possible that the blinking light is a warning.
