After the printer is powered on, and initializes, the LEDs on the Power and Color button lit constantly. No matter what button I press or hold, nothing happens (except if I press the power button, then the printer turns off). I guess that some chip needs to be reset, but is it a chip on the printers motherboard, or a chip on the "ink" cartridges? And how do I reset it? Thanks for any help.

blink lights because the ink counter of your printer is full and need to reset to zero
Testimonial: "I'll try this. I'm doing a Google search right now to download it. Thanks."
I used sscserve app, and finally found out that it actually doesn't recognize the chip counters on black and yellow. The PCB's and their contacts are clean and fit well. Probably those chips are defective, and I need to replace them. This answers my main question - why the color LED lit constantly instead of blinking. This is because the printer actually thinks that some cartridges are absent from the system.
I'll try to find some of those, and I'll update this post if it turns out I have any success.

When you put in a "new" cartrage the printer sens an electrical charge to the cartrage to set it up properly. So I would treat this as a new cartrage, rather than a refilled one. Go to the printer menu and re install the ink cartrage in question, it should recognise it and start the function as a new one, good luck

Ink level at chip reach zero. Reset ink level counter using hardware resetter. Or Use CISS chip with autoreset.

Based on the lights you are already out of one or more ink cartridge or an ink cartridge is not being recognized/expended.
-You cannot print if any ink cartridge is expended.
-Leave the empty cartridge installed in the printer until you have obtained a replacement.
Once you start the ink cartridge replacement procedure, you must complete all the steps in one session.
1. Open the printer cover and press the INK REPLACEMENT button, located under the printer's cover. The print head moves to the center and the lights flash.
2. Lift up the ink cartridge clamp. The cartridge rises up from its holder.
3. Remove the cartridge and dispose of it carefully. If ink gets on your hands, wash them with soap and water. If ink gets in your eyes, flush them immediately with water.
4. Unpack the new ink cartridge and remove the yellow tape. You must remove the yellow tape from the top of the cartridge. Do not remove the clear seal underneath the cartridge. Do not touch the green circuit board on the back of the cartridge, or you may inhibit normal operation and printing.
5. Tilt the new cartridge toward you slightly as you insert it. Lower the cartridge so that the tabs rest on the hooks. Do not place the cartridge tabs under the hooks.
.
6. Press down firmly on the ink cartridge clamp until it snaps in place.
7. If you need to replace the other ink cartridge, repeat steps 2 through 6 before continuing with step 8.
8. Press the INK REPLACEMENT button and close the printer cover. The printer begins charging the ink delivery system.
9. Wait until ink charging is finished (the power light stops flashing and the red error light goes out).

The next step would be to disassemble the Epson, and clean the Pads/Heads. Click on link below.:
