A 360 works off of the main pool circulation systems return line.
Is the pool pump on?
Is this a pool/spa combo?
If so, then is the water returning to the pool or the spa? It should not be returning to the spa, dial it back some.
Is water coming out of the dedicated inlet fitting that feeds the 360?
If not, find out why, this is the problem.
If there is water flowing out of this fitting, then the pool sweep itself has something stuck in the drive axle or in the drive wheels.
You could also have "Stripped" gears/teeth on the the 2 front drive wheels, if smooth, (if sections of the two front wheels are smooth where there should be teeth), then replace them.
Take a look at the pic below, you should be able to see the teeth on the inside of the wheel.
These wheels usually are fitted by means of a number of lugs 3 or 4 on the back of each wheel and they are a press fit into holes in the vac body. If one of the lugs is broken or cracked at the base whe wheel wont stay on. I have repaired these with epoxy resin on the inside of the lugs but to be honest repairs don't last long.
The wheels are held to the axles with small c-clips. Perhaps these have come loose. If the wheel is still attached to part of the axle. The axle has broken and will need replacement.
You should be able to purchase one from any Hoover dealer. Cost of this part is about $5 USD. The wheels and axles do not come with it, but need to be installed into the new one. Hoover.com you can lookup your nearest dealer.
If the belt is over a year old, it should be replaced. This is normal maintenance and is often overlooked. When the handle is in the upright position, it will appear the the height adjustment is not working. What's actually happening is that the height adjust is easily moved so you can make any adjustment you want. When the handle is pulled back, the front of the machine will lower to that setting and lock, so it will not adjust itself while you are vacuuming. If you wish to change the setting, you have to return the handle to the upright position, or you can lift the front of the machine with your hand, taking the weight of the machine off the wheels and this will allow you to slide the adjustment to another position. It is possible that the adjustment mechanism has come apart. It is comprised of three separate components. It would be very difficult to explain it here and should be addressed by someone familiar with this model.
