delay is displayed when the squelch gets broken
so turn it up and scan or it will start to auto scan if you set it too auto
when a signal breaks then it stops .. and listens
you can set it to manual so when a signal is detected it will stop and listen too that frequency
if it says delay all the time then there is a problem

The squelch control gets rid of the hissing on a blank channel. Finda blank channel, turn up the squelch control until the hissing stops. The scanner should then scan the channels and stop on a busy one.
Perhaps it's a slow day? Start by turning the squelch all the way down until you hear static. Then, turn it up just enough to cancel out the static. It's possible that it got bumped or change somehow, and now it is blocking out the signals you want to receive.
Plug the AC adapter into the
back of the scanner and into a wall electrical outlet. Screw the antenna
into the receptacle on the back of the scanner (extend the antenna to
full length for best reception).

Set the squelch level to allow
signals to be heard by turning the squelch knob counterclockwise. Rotate
the volume knob clockwise until you hear static. Slowly turn the
squelch knob clockwise until the static noise disappears.

Start programming frequencies into the scanner by pressing the "Manual" button.

Press the up arrow or down arrow key until the channel you wish to program is visible on the display.

Use the numbers on the keypad to enter the frequency for the local transmitter you wish to receive.

Press the "E" key to complete the process of entering the frequency.

Repeat steps 3 through 6 for each additional frequency you wish to monitor.

Press the "Scan" key to start
the scanning process. The scanner stops on a channel when it detects a
signal strong enough to hear over the squelch setting. Two seconds after
the signal stops, the scanning process resumes.
Sounds like your squelch pot is either shot or disconnected. If you're electronics handy, you can troubleshoot it yourself and replace the pot if necessary. If you're programming a channel that is "empty" (showing 000.0000) just enter your frequency. Empty channels automatically show LOCKOUT but it clears with programming. The squelch setting will vary according to the strength of the signals you receive. Once you start scanning, turn the squelch down until scanning stops and you hear a hissing sound, then turn the control up slowly until scanning resumes.
