If you never decrypted it, and your PIN does not work, then you will likely have to do a factory reset for the device. I would suggest you call the manufacturer first, in case there is a product specific code help they can give you, otherwise I found this page which includes methods for a Factory reset for many models.

I hope it helps, but be aware that any data you stored will be lost, in the process, excepting anything stored on an external device.

You need the name of your network and the password for the network. If you have forgotten it, contact your internet service provider tech department. They will be able to help you. They will help you with resetting it renaming your network and password. Once you have that you will be able to get your tablet on your network.
