Is the Bobbin the right size for the machine? That may keep the bobbin case from latching properly, causing this phenomenon. Shuttle latched in properly?
Machine cleaned and oiled per the manual?
Make sure bobbin is wound straight and correctly...

Please first remove the first needle and presserfoot. After If you're experienced with sewing on a sewing machine, don't be afraid to make changes to your bobbin tension and bobbin case. Or you gone to mechanic shop. Then you will buy a check correct case size bobbin.
Thread breakage occurs commonly with mis-threading. Be sure to ALWAYS RAISE the presser foot when threading the top thread. Also, since you are using 2 threads, thread one completely and then thread the other so the threads do not get twisted in the thread path. If your machine has duel tension disks, thread each tension disk separately with a single thread. Setting the thread spools to turn opposite directions may help.
Also, make sure the needle eye is the right size for the thread. Thick or thin thread could break easily in the wrong needle.
Also, use only good quality thread--no bargain bin or old threads!
You can get an instruction manual for your machine at http://www.sewusa.com/Sewing_Machine_Manuals/White_Manuals/2037_Instruction_Manual.htm for about $10.00.
Rebecca, I don't know if you ever received a solution, but after my experience with my White 2038, I would advise you to do exactly what you said. "Throw it out". I've struggled for a week with a new machine, found parts missing after opening the box and generally feel ripped off. I am throwing mine out! I purchased a Singer yesterday and it is sewing beautifully with no problems.
I've just had this exact problem with my model 2037. The problem, according to 3 shops I've taken mine to, is that the shuttle hook (the metal piece that the bobbin sits in) is broken and needs replaced. Problem is, the piece is next to impossible to find.
