Not familiar with your particular scooter - but I am well versed with electricity. The issue you're seeing is likely a result of a poor connection somewhere. The amount of power (current in amps) required to operate the horn or lights is a small fraction of that needed to run the motor.
You should trace larger sized wires/cables from the motor back as far as you can - ideally to the battery if possible. Remove, thoroughly clean and reconnect each of these cables under each terminal screw - one at a time. This way you'll know any unconnected cable goes on the only terminal that is removed.
At this point, you should have 100% good connections for all high current loads - including the motor and will probably be able to use the scooter. Placing the battery on a slow trickle charger overnight will help ensure that the battery is fully charged - not just enough to operate the horn or lights.

The control seems to be the issue. I have rewired so many scooters. When you have power and it wont go, it is usually the control. If you cannot afford the part right away, you can rewire it or have it rewired direct

This sounds she has tripped her circuit breaker. It works just like the one on your house, when you ask too much of it it suddenly goes 'pop' and seems to be dead.
Looks like you have the same scooter as mine, it should be a little white button on the back of the base. If you follow this link, it will give you a pdf version of the older model pride victory manual, (Mine is a three, they are up to about 10!) See fig. 8 on page 20 and 'Circuit Breaker' on page 21. Hi Linda. Sometimes if there is a blown fuse or faulty connector on the battery leads, the charger thinks the batteries are charged as the voltage coming out of the charger rises to the high level. Some chargers will cut out if this happens. It is probably not the charger.
Make sure the batteries are plugged in correctly, sometimes during transport they will get knocked and become disconnected.
Also make sure that the battery terminals are not loose where the wires connect to the batteries.

Kay the status light flashing indicates a problem. Count the nunber of flashes and your manual should tell you what the error code means. Also check the freewheel lever and make sure it is drive position. Without knowing the number of flashes I can't tell you what the problem might be. Hope this helps
