It's a 11 year old car, that's had about 6200 miles per year put on it. 12,000 is considered a normal yearly average. Unless you can have it looked over by a trusted mechanic, I would be leery about trusting only reports. Many things deteriorate from age alone, not just mileage. I would walk away, unless a knowledgeable third party checks it out.
Check ALL Power and Ground connections coming off the Battery to circuit anchor points. Ignition and Services fuses for a Power supply. If all proves ok, then go to the Main Ignition control Relay and check the condition of the Pins and Recepticles. That is where your apparent problem may eventually be. But travel the initial route first, looking and feeling for Loose or Dirty connecting points.

The owners manual will have factory recommended service intervals based on mileage. I would sugest a new timing belt and waterpump, based on mileage. A local Toyota dealer call tell you what services are required at this mileage. Most other parts just work until they break. Do the maintenance it is much cheaper in the long run.
yes yes it is.plugs.air filter.maybe plug wires depending on condition.cap an rotor if it doesnt have direct ignition.also check your tire pressure and make sure its correct.all of these can drastically reduce your gas mileage.also with todays junk gas running some fuel injector cleaner helps.
