Sometimes you can just pop the handle and get lucky
sometimes you can try some lubricant to try and free it up
MOST of the time you have to take it apart and those recoils are a PITA...

Brand new snowblower. Engine will not start

Stuck? you mean if you try to use the pull starter the engine will not let you pull the cord out?

Take the Spark Plug out and see if that helps it turn over. Maybe the float in the Carburetor is stuck open and the cylinder filled with gas Causing Hydrolock.

My blower stops running and cord got stuck

Does it seem to be the cord holding the unit? Try to turn the blower in reverse. Disconnect the spark plug and use a screw driver to reverse the blower., If the starter pawls engaged for some reason and jammed the engine, this should free them. If not, there could be problems inside the engine.

take it off the blower and clean the dust out it ,then spray WD 40 on the pulley to free it up .

S 140 snow blower

It sounds like the float is stuck, or at least the needle valve controlled by the float is stuck open, therefore not stopping the flow of gas into the carbureator. Time to rebuild the carb.

Cord is stuck. Can't pull it

is cord stuck out or in? sounds like possible fan/flywheel cam loose on you which will cause this, take recoil off and see if it rolls over by hand with spark plug out, if so then reinstall recoil and see if pull rope works then, if not check fan and/flywheel on opposite side you will have to dissasemble case to do this, lots of screws, once there check flywheel key in flywheel to see if it has spun, if so you will need new flywheel approx$ 60.00 part hope this helps you
