low oil or maybe valves are out of adjustment.

WELL, if it is a gasoline engine (you did not specify), there isn't much to the "fuel system..." only a single line with one or two pumps routing fuel to the fuel pressure regulator, and a single fuel line from the fuel pressure regulator routing bypass fuel back to the tank. Oh... and the fuel rail and injectors, which are all connected to the fuel pressure regulator.
If it is a diesel engine, it is even simpler!
Why would you need a diagram??

I think there is a vacuum line which goes to the tank from the carburator

Hi Jim, remove the centre bolt, it easiest with a rattle gun, then the pulley should slide off. Sometimes they freeze on and you may have to heat it with an oxy. Regards Phil.

from the top of my head 160 in/lb torque setting

pattern gos top centre , botm left,top left , centre right , top right , centre left , centre right then centre left , then botm right
