When you say that it will not turn, do you mean that it will not turn when the vacuum is turned on or just not turn when you try to turn it by hand. Did you make sure that the belt was in good condition before you put it back together? If you cannot turn the brush by hand with the vacuum off, then you might have an issue with the brush itself as well.
Button on CARPET, lower the handle for use, turn on power and the brush turns. Handle up like for storage, brush does not turn. Bare floor button pushed, does not turn.
Follow these steps if the Brushes Fail to Spin •If the brushes on your Hoover carpet cleaner fail to spin, there may be a problem---some sort of blockage---with the suction or with the belt that turns the brushes.
Turn the Hoover carpet cleaner over, and inspect the brush area. Debris, strings, or pet hair may be tangled in the rollers, keeping them from turning. Use a pair of scissors to cut away any obstructions in this area. Flip the Hoover carpet cleaner back over, and turn it on to see if cleaning the rollers has solved the problem.
To check the belt, turn the Hoover carpet cleaner over, and remove the bottom plate screw with a Phillips head screwdriver. Investigate the belt area to see if it is broken or has somehow slipped off. If it is broken, you can order a part from Hoover.com or from many of the other online parts stores.
When the belt arrives, simply slide it on in place of the broken belt, reattach the bottom plate and turn the Hoover carpet cleaner right-side up. Turn it on to test your solution.
if the motor shaft that rotates the belt to turn the brush does`nt turn you have motor problem`s if it does you need to free up what ever is keeping the brush froom turning freely

FIRSTLY REMOVE SOLEPLATE AND ENSURE THE BELT ACTUALLY TURNS WITH THE BRUSH BAR WHEN YOU TURN IT BY HAND AND ENSURE BRUSHBAR IS SAT IN HOUSING CORRECTLY, IF BELT DOESNT TURN OR IF SNAPPED THEN CLUTCH WILL NEED REPLACING ( I SELL FOR £5 )BUT IF BELT IS FINE THEN PUT SOLEPLATE BACK ON AND ENSURE CLUTCH IS TURNED TO AUTO BEFORE TURNING ON.

When you turned the knob, did it turn easily or hard. If it was easy, then the knob part inside did not catch the belt. If it did turn hard, when you had the brush roll off, did you check the ends to see if they turned easily or not. if not, then replace the brush roll.
