To resolve this:
Step no 1:
Check the cable of your USB that it is connected correctly or not.
Step no 2:
Check the driver of a scanner that it is completely installed
Start -> Control Panel -> Scanners and Cameras.
Step no 3:
Check the 'Scan Button Manager' whether it is installed or remove
Start -> Control Panel -> Add or Remove Programs.
If not installed then install it by CD.
Step no 4:
Now click on "Scan Button Manager" and check the settings.
Scan Form/Image Type/ Resolution/ Paper size/ Output Destination.
Step no 5:
Check that the software selection is correct or not:
Start -> Control Panel -> Scanners and Cameras -> Right Click on Listed Scanner and click on Properties -> Events
If all requirements are correct and still the problem remains then contact the Dell Technical Support.
