If you look up the Hoover page for the UH71009 (the non-remanufactured Elite Rewind), there are 3 different belt model numbers listed. One part number is simply for a 2 pack of the belts. See http://hoover.com/products/details/uh71009/elite-rewind-bagless-upright/ . Click on the Parts & Accessories tab.
I assume you need belts for both machines? Searspartsdirect (SPD) are the best place for Kenmore replacement parts.
There are 2 belts on the 385 1233280 - the timing belt and the drive belt. Both are in stock at SPD and can be obtained by clicking on the following link:
If you hover over the exploded parts diagram you can see a larger view. The timing belt is number 7 and the drive belt is number 15. If you scoll further down the page you can add them to your shopping cart.
They also have both belts for the 148 15600. They are numbered 16 and 17 in this diagram:
If you have the exact model Eureka that this repair was listed under, model 4388 then please find a link to the belt you need below. If you'd like to verify the model number, please check the back or the bottom of the vacuum for a sticker that also will contain the serial number, and look for the word Model Number. If you don't have the 4388, please just add a comment with the model you have and I'll be more then happy to verify these two models take the same belt, or give you a link to the belt that goes to your model if they are different.
Here's step by step instructions on how to replace the belt:

6. Place belt around brush roll pulley.
7. Align left end cap with square in base. Push
end cap into place; see left side view.
8. Pull right side of brush roll to stretch belt.
Secure right end cap into base.
9. Rotate brush roll to seat belt.

Your vacuum cleaner originally came with Hoover belt part number 38528027, however Hoover has now discontinued this part number, and replaced this belt with the new belt which is part number 38528040.
The new belt is a little bit smaller then your old one, but unfortunately this is the only belt that Hoover currently makes that will fit your model.
I have also uploaded the parts diagram and instruction manual for you. The parts diagram gives you every single part number for all parts on your vacuum should ever need to know another part number. The owners manual will give you step by step instructions on how to change the belt, as well as other maintenance instructions.
Owners manual is actually for the commercial version of your vacuum, but this will be identical to your instruction manual which Hoover doesn't have available for free: http://www.hoover.com/pdfs/manuals/C1414900.pdf
I hope that this information was helpful to you. If it was, please be so kind and rate my repair helpful by clicking the thumbs up icons in the top corner of the repair.
1) Get the actual model number of your Hoover. The information you gave is just what appears on the front of the unit, and that's not the model number. You will find the actual model number on a small tag at the rear of the vacuum near bottom, or on the bottom of the unit.
2) Take that model number to a local independent vacuum cleaner store (not a department / big box store, which will have very limited belt offerings), where they will set you up with a new one. Probably wouldn't hurt to call first just to make sure they carry them / have them in stock.
Replacing a Belt on an Upright vacuum can vary from model to model, but it is basically going to be the same for most upright models.
First you will need to access the belt. Most upright vacuums this is done by turning the machine upside down, and most you'll need to remove the bottom plate by unscrewing (usually 4) screws that hold the plate on. You should see screws that are closest to the actual roller brush, simply remove these screws, and take the bottom plate off. If the machine is a Eureka, or Kenmore, the top agitator housing will be removed from the top of the vacuum, not the bottom.
Once you have removed the bottom plate, or top agitator housing, you should be able to see the belt (or broken belt) along with the roller brush. Remove the broken belt. Make sure that you purchase the correct belt by taking the make, and the model number (located on the back or bottom of the machine). Please note that a broken belt may be 4-5 inches longer then a new belt, as they stretch a lot before they finally break.
Once you have the new belt, you will need to remove the roller brush. Pay attention to how the roller brush fits into the agitator housing, usually there will be fittings on the end of the roller that have to be put in a specific place, or in a certain way to work right. After the roller brush is taken out of the machine, you will need to wrap one end of the belt around a metal pulley on the opposite side of the roller brush. Most pulleys are located where the main housing (handle part) of the vacuum meet the the agitator (floor part) part of the machine. Anyways, wrap one end of the belt around the pulley, and then put the roller brush through the other end of the belt. This is where you'll need to put some elbow grease into it. You'll need to stretch the roller brush and belt so that the brush and belt are stretched back to the place where you took the roller brush out of the vacuum.
Once you have replaced the roller brush with a new belt around it, pull the belt a few times to make sure that the brush spins while you are pulling it, to ensure that the belt is not pinched, and is spinning freely.
I hope this helps. Here's a video showing how to replace the belt on a Hoover Windtunnel Self Propelled model; Feel free to email me if you'd like to send me the model number of your vacuum, this way I can be a little more specific, and give you part numbers. I have all belts for all vacuums in stock. Email; [email protected]. 1-866-468-2288. You may also chat with me by going to our website, www.govacuum.com, and clicking in the top right part of the page. Thanks!
Wish you had given your model number because they are different. On some, the belt goes over the motor shaft, then over the brush roll. Some you have to remove he top cover to get to the motor shaft. Some go over the motor shaft, then over the bigger pully, but then there is a 2nd belt that goes over the small pulley, then over the brush roll. Hope this helps, if not, then give me the model number.
Eureka Model #4475 need to get access to the belt on my Eureka model 4475 I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure.
There may be 2 different ways to get to the belt, I checked the Eureka website and I believe you have to remove the bottom plate and the brushroll and belt are exposed and you would hook the belt on the brushroll 1st and then use a screwdriver with a bent hook and then you can pull the belt onto the pulley, once the belt is on the pulley then you can track the belt by rolling it on the brushroll & belt pulley --- the other way is that there are 2 screws on the bottom of the of the vacuum – remove the screws and then the top cover should lift off the vacuum to expose the belt – then follow the same procedure ads listed above. Check with you local vacuum dealer in your area in the yellow pages or use the Eureka website or customer service phone number listed below: http://www.eureka.comCustomer Service Phone Number 1-800-282-2886Hours of Operation Monday thru Friday 8:00 am to 7:30 pm CST Saturday and Sunday 10:00 am to 6:30 pm CST
