If there is ice in the tray and it is not falling out, the problem lies with the heating element that slightly melts the ice so that it can be scooped out. Either the element is not working or the mechanism that turns on the element is not supplying power to it.
The manual mechanism that pushes the ice out should also be checked for operation.

The ice tray releases the ice because the mechanism twists the tray during the end of the cycle. Sediment builds up in the ice try over time and the smooth Teflon surface is no longer smooth, and the ice can get a "grip" on the tray. Then when the tray is twisted, a few cubes remain in the tray. When the measured amount of water then flows into the tray on the next cycle, it is too much. It freezes over the top of the tray, and the next time the tray is twisted, no ice falls out. When water is injected after this, it just runs off the top of the tray into the bin, freezing the ice in the bin. Replace the ice tray every 3-4 years with a new ice tray, and the problem disappears.
