There are carbon contact on the back side of the rubber buttons, and after a while, these do not make a good connection. It can be cleaned, but that doesn't mean it will restore the functions. Best to buy a new remote.

How do i repair severe water damage on a uniden pc76xlw

I gyess the weather band overflowed. This is and isn't a problem yet. How long has it been since it has seen the water? try pushing down in several places on the pcb board to see if it is mushy and if it is mushy in any spot , you may as well toss it out.If it isn't mushy than you can try turning it on to see if it works. How long it would work I don't know but use it till it blows.
