Check the remote control for its infra-red emission. Check it with fresh batteries. Check by pressing each button on it at a time; and see whether all of it generates infrared signal while pressing. Dstv remote not working on any blue dials? Two tv's in separate rooms, one pvr decoder. Only the red dial works on both tv's & both remotes are working & both tvs responding properly.
Is this a newly installed system? If both tv's are responding to the same remote setting (red in case), it means both tv's are set to the same channel. The tv that is connected to the decoder directly (via AV cables, I presume) is supposed to respond to if the remote is set to red. In order for the second tv to respond when the remote is set to blue, you need to tune the second tv until you find the picture of tv2 (the decoder transmits both tv1 and tv2 on the RF/coaxial output and it seems that your remote tv is tuned to tv1 instead of tv2).

Some TVs will respond to three digit codes, some others will only respond to four or five digit codes. If your TV do respond to three digit codes, a universal remote control, which have the above said codes in its code list will work. If you wish to get three, four & five digit code list to some popular remote controls, check the links given above. You can choose the proper remote control to your TV. But before buying a new remote control, make sure about the number of digits of codes that TV must have.

I need to know how to program remote
To program a new remote to the system; open door, turn ignition on, press and release valet switch one time then, press and hold valet switch. System will respond with a chirp. Now press lock button on remote. System will respond with a long chirp.Turn ignition off. Test system. Repeat for additional remotes.

press and release valet switch one time (three chirps from system)
press and release option button on remote (system responds with confirmation chirp)

TV does not respond to remote
Sounds like the sensor on the television has gone bad, since it works for the VCR. Try a universal remote that you can program the TV and VCR codes into and try it out. If it works for the VCR and TV then you know it's the remote, if the TV still isn't responding then your TV sensor is toast.
