A smudge or an unresponsive area is what happens when a cathode ray tube displays a stationary pattern or picture for a significant time, especially if it has an area or areas of high luminosity.
The "stationary" electron beam effectively burns off some of the screen coating. Pausing a movie and taking a nap is not a good idea and neither is watching radio on a tv set as the banner can have the same effect.
Cathode ray tubes can be reconditioned and from memory a recon is about half the price of new if you can find somebody still doing the job and somebody willing to supply - crt type televisions are mostly considered not worth repairing these days. A secondhand tube could be the answer if you can find one.
