Eugene isn't exactly correct and 1/4" isn't correct or necessary, just make sure the piston is at the top of it's stroke.

.004 ~ .006 for both intake and exhaust

Then roll it over a couple of times, bring it back up and check them again. Then roll it over slowly watching for the compression release. pay close attention to the exhaust valve because they like to wear away from not being adjusted properly

Move crankshaft around so neither valve is raised and set loose at the rocker arm, set at 6mm intake and 8mm exhaust forget about where tdc is

Briggs & Stratton 23 HP VANGUARD. The right side runs cold?

My guess is you have a leaking valve. The compressed air in the leak down test is closing it. Remove the heads and lap the valves. Check the valve stems are true and not sticking. The variation is compression 50 v 30 is too great.

Hard hitting on compression stroke when starting

Most Briggs deco vaves are internal and pretty reliable, the valve clearances are very important, if the exhaust valve clerance is too wide the valve lifter will not work, if there is no adjustment yoy would have to fit a new service valve and re do the clerance by removing material from the valve stem

I am sorry but you will need to supply the type and code also. Email them to me @ [email protected] and I can give them to you. Most of these engines are: Intake .003 to .005 and the exhaust @ 005. to 007. I set them in between @: Intake 004. and Exhaust 006.

18 hp vanguard 165lbs and 180 lbs compression have to hand turn engine past compression or starter wont turn engine over

if its hard to get the engine to turn past the compression release then pull your valve coversand try setting your valve lash

cold engine
loose .002 exhaust
loose .004 intake

be sure both valves are closed and you are on top dead center TDC of the compression stroke when setting
