The Bios Version is 2.21 and currently it only reads cdroms. no usb active

If you don't know the password to get into the BIOS then you will need to call Acer support but you will have to prove to them that your the owner of the laptop. There is no other way

if the laptop has a floppy drive get a bootable win 98 disk. insert disk first then turn on comp. run w/o cr rom support. at command prompt type "fdisk MBR" hit enter remove disk and reboot. if still bad insert win XP disk and do the second repair not the first one let it run its course. if not well you will have to reimage the comp

if I understood correctly you have the recovery software loaded on a stick flash drive and you want to boot from usb to restore the pc .....There are a few things that you have to know about to do that ...
first you have to go to bios and enable boot from another device ....other than hdd /cd or flopy ... for some elder bios this isnt even a choice ..or ..if it is ,,it will be as a sub options into the hdd...choice ..
another thing that you have to keep in mind ..is that you have to disable the other options to force it boot from this one ...or ....to press f8 on boot and manually choose the usm or the stick name that will appear on boot devices...
the most important thing is that if you already formatted the hdd it does notr have a usb driver loaded and that why willl not see the device ...also the device you are using to boot ...has to be specially formatted to be bootable ....this is made ussualy with a hp format tool ...and it is explained in more than one places on the net ...just look for making a boot-able stick (usb device)
in short ...make sure the sticvk is boot-able ...second the pc ha s teh capability to boot from another device ...and this is a feature that you already enabled like first boot device ...
than things will be easy ...it will ask you to press any key to boot from the usb ...and continue like an installation from the cd ...
if you cannot do it ...I recommend using a cd ..or an image that you will ***** in a virtual cd ...for those that do not have cd drive ( use daemon tool )

1. Download the BIOS from ACER.
2. Burn ONLY the .FD file to a CD.
3. Remove the Battery and Power Cable from the laptop.
4. Open the CD Drive with a Pin (Push a pin into the hole on the drive to force an eject)
5. Put the CD with the original .FD BIOS file into the drive.
6. Hold the FN and ESCAPE keys down.
8. Press the power button whilst still holding the keys. This will FORCE the computer to load the .FN file from the CD and write it to the BIOS of the machine.
9. The laptop will power up, you can release the keys; leave the laptop for 20-30 minutes if needed.
10. The computer will turn itself off once complete.
11. Re-insert the battery, power on the laptop.
There are other methods to install the bios if this solution doesn't work.
go to the acer web site, they'll have the bios and the instructions.
follow them precisely as this is a good way to screw up your laptop. but if you do it correctly, it's not terribly hard and has real benefits.
use the support link or download link, find either bios or your model and then the other.
I wouldn't suggest using any beta bios as they sometimes need to have bugs worked out first.
if you do decide to update the bios
Connect a USB flash drive to the USB port on your Acer. Send all of your files and folders to the flash drive for backup purposes.
Take out your flash drive and reboot your machine. Continue to press "F2" on your computer until your BIOS screen comes up. Check the version of BIOS that your laptop contains, write it down and then reboot your machine.
Go to the Web page for Acer support (see Resources). Click on "Drivers and Downloads" and then "Netbooks."
Click "Aspire One" and click the link for the type of Aspire One computer you own. You can locate this data in the documentation that comes with your Acer.
Click "BIOS." Find the latest BIOS version from the download list.
Click on your "Download" link. Right-click this item and then select the "Extract Here" option. When it finishes the extraction process, double-click on your "WinPhlash" file.
Click your mouse on "Browse." Go to your BIOS upgrade folder and click on the file that ends in .wph. Click your mouse on the "Open" option.
Click on "Flash BIOS." Reboot your machine and then push "F2" repeatedly to start your BIOS.
Push the "F9" key and then "Enter." Reboot your Acer to finish the process
be very careful any mishap can totally screw up your computer and make it unuseable
