If you have not flushed all air out of hoses prior to starting motor this may be the first symptom. If the water pressure from the spigot is competing with the clothes washer, shower etc. there may not be enough pressure to supply the demand of your pressure washer. A gauge attached to the spigot can give you a gallons per minute reading or take a five gallon bucket and time how long it takes to fill the bucket. ie: if the bucket fills in 2 minutes you have 2.5 gallons per minute. You may need this much to get un-interupted pressure for a 2400- or 2500 unit. Most residential properties are pipe sized from 3/4" pipe at the water main spigot at the front of the house down to a 1/2" pipe size at the rear of the house to maintain pressure.

Not enough water feed would cause pump cavitation. It sounds awful.
It sounds like you either have an engine that is revving up and down which will cause the water to surge. This is most likely a dirty carburetor. You should notice a distinct increase and decrease of the engine noise.
Or you have one or more check valves that are not seating properly. In this case the engine noise will be pretty constant but the spray out the wand will pulsate.

I have a troy bolt power washer and it won't pump

You need to give more information. Does the motor stall when you squeze the handle? Does the spray surge and the motor run well? Does the spray surge and the motor surge as well? Does water come out of the bottom of the pump? Does nothing come out of the spray gun when the trigger is squezed?
All of these symptoms point to different problems.

My neighbor has one that will do the same thing if the inlet water pressure it too high. I don't know if there is supposed to be a bypass for this water until the trigger is pulled or not. But once the trigger is pulled on the wand the problem goes away. So if you just pull the trigger when turning the water on that should solve your problem.

Why does my pressure surge

Common problem across brands. When you spray water the drop in pressure triggers the motor to take the hose pressure ~ 30 psi and boost it to ~ 3000 psi. Water coats these parts with calcium (hard water) or other junk and water contains bacteria which causes slime and scale. Once that pressure switch / valve is sufficiently clogged it doesn't move smoothly so it can fluctuate between sending a yes / no signal about whether you are squeezing the trigger or not. This causes the pulsing.

EZ test: take the the tip off the wand, start the unit, squeeze trigger - should run continously with no problem. If it does for sure you need to watch a video on dissembling and cleaning the valve body. It is not hard but you must work carefully to avoid losing parts especially springs and take digital pictures to record the order for reassembly.

Sounds like the problem could be low input water flow or pressure. There could be crud on the intake where you hook up the garden hose, there could be some other sort of blockage. Try hooking it up to the hose and pull the trigger (with the power switched off) and wait to see if water comes out the tip. Also look at the tip(s) themselves. sometimes a piece of crud gets into the hose and then clogs the tip.

When motor is at idle speed it surges

Try a simple test. It is ok to run the pump without water for a short time. Check idle speed without water in system to see if enginet surges. If it does not surge, then most likely the unloader/ pressure valve is causing the engine to surge when in the unloaded state. Life of unloader /pressure valve is shortened by letting system bypass for long periods of time. Enjoy
