From experience: I found that rtl20.bpl is eralted to Advanced System Care ver. 6.00. an IObit program. I had to delete all IObit programs manually and stop some active process. Dida clean reinstall of Advanced System Care, and everything was fine. Hope this helps.! IObit just came out with ASC ver 6.00 a few days ago.
