Hi, on most Dells a flashing amber light on the power button indicates a problem with the PSU or a short on the main power rail, if this is the case you should have 2 flashing lights as well, 1 & 3.
Since it sounds like an issue with the Power first try to release flea power.Disconnect the charger,remove battery,press and hold down the power button for 30 seconds.Reconnect the battery and charger.Turn on system and check if it turns on. Does the main lamp light at all? It sounds light a cooling fan failure. If the fan iis not working the the main lamp will not turn on and the power light will flash.
