How do I check the battery charger to see if it is functioning properly

P/N A24040-IL-EMI MODEL AE244000 If I take it out of the scooter to troubleshoot it, do I have to short pins together, etc. to get an output from it?

Some chargers need to be connected to the batteries before they turn on the charge current. With the charger connected and switched on, check the voltage across the batteries and should be about 26 volts for a 24 volt system. And you can use an amp clamp meter for current flow.

Hi. Its easy to identify the pins out. Put the probes into the socket on the scooter to read the polarity. the two terminals on opposite sides will be the positive and negative battery supply. The pin to one side is to disable the scooter when the charger is connected. This terminal is normally connected to negative when the charger socket is in place.
Most faults like this are caused by a broken wire in the charger plug orv by a faulty connection in the scooter. Sometimes the charger socket is faulty, check for heat damage or melted plastic.

Any 4 amp charger you can find will work to charge your batteries. Preferably find one that has an on/off switch on the charger. You should be able to find one on ebay a lot less than what the scooter repair store quoted you Check around your neighborhood someone might have a second charger that they are not using. Since Medicare will pay for a new chair every 5 years someone might have a extra charger laying around. Hope this helps you

I've been a tech for years, and sometimes any assumption that something is "good" can be the one thing that trips you up for awhile. This is a really tough problem, since you've done about all you can to solve it. Here's what I suspect...either the batteries don't have the same current capacity as the old ones, or they could be underengineered, or even defective. I've bought car batteries, on two occasions, that were bad, even though they swore they were good.
You'll have to get someone to test them for their load capacity, that's the only thing I can figure at this point. Not sure who will have this capability- you might call around to some service shops and see if they can help, or know someone who can.
If all the connections are good, and the motor is new, there just leaves the harness itself and the batteries to suspect.
Ensure the batteries are good, and then you will have to check the cables for load capability and integrity.

I would say that both the batteries are not holding a full charge ....I had one in the past for my mother and if it was not chraged on a regular basis the batteries would die out ....the cheapest and easiest route here is to try new batteries.

Wont hold a charge. Batteries checked out ok. Could it be a short? Is this common?

If the batteries have been volt tested OK and they wont hold a charge, check your charger to make sure it is functioning properly. If there was a short, the scooter most likely would not work or would give a flashing light code. Batteries typically will not hold a charge when they are damaged, have been sitting unused for a while or if there is a mechanical issue that is causing dtrain on the motors. Check the air pressure, bearings and ensure there is no noise or vibration that may indicate a motor failure. If all those check OK, replace the batteries.
